The Department of Public Health Sciences is pleased to announce that Victor D. Rosenthal, M.D., Ph.D., has been appointed Director of the Master of Public Health (M.P.H.) and Master of Science in Public Health (M.S.P.H.) programs.
A globally recognized expert in epidemiology, infection prevention, implementation science, and health systems, Dr. Rosenthal brings over three decades of leadership in education, research, and global health policy to this new role. His vision is to establish the MPH and MSPH programs as nationally and internationally recognized for academic excellence, innovation, and relevance to workforce needs.
“This appointment is both a profound responsibility and a personal mission,” said Dr. Rosenthal. “As Director of the M.P.H. and M.S.P.H. programs, I am committed to fostering a learning environment where academic rigor aligns with real-world relevance and where students are equipped with advanced competencies and inspired to lead with integrity and global perspective.”
To realize this vision, Dr. Rosenthal has developed a comprehensive educational framework that integrates academic excellence, experiential learning, and workforce readiness. His strategy includes enhancing student access to large-scale global datasets, fostering student co-authorship in peer-reviewed journals, and embedding digital innovation, including artificial intelligence, into the curriculum. Students will receive tailored mentorship in manuscript writing, data analysis, public speaking, scientific communication, and practicum placements across government, nonprofit, academic, healthcare, and private sectors.
He also plans to implement backward curriculum design, aligning learning outcomes explicitly with workforce competencies, and will introduce a dynamic system for continuous feedback, alumni input, and job tracking to guide program refinement. Additional innovations include micro-credentialing, simulation-based instruction, flipped classrooms, case-based learning, and interdisciplinary electives. Students will benefit from structured academic advising, professional development workshops, and opportunities to earn credentials in high-demand skill areas.
Dr. Rosenthal brings an international perspective shaped by a career that bridges scientific research, education, and policy. As the Founder and Chief Scientific Officer of the International Nosocomial Infection Control Consortium (INICC), he created the first global platform for the surveillance and prevention of healthcare-associated infections (HAIs), now active in 45 countries and used by hundreds of healthcare facilities worldwide. This online infrastructure has enabled the collection and validation of standardized data on HAIs, catheter-related complications, hand hygiene, health economics, and healthcare quality indicators, and continues to inform evidence-based practice and health policy.
His scientific portfolio includes meta-analyses, systematic reviews, randomized clinical trials, economic evaluations, and observational studies. He has authored 435 scientific publications and developed 40 guidelines, standards, and policy documents. His work has been cited more than 30,000 times and recognized with awards from major professional societies, including APIC and SHEA. He serves on the editorial boards of multiple journals, including AJIC.
Dr. Rosenthal’s teaching portfolio includes thousands of lectures delivered across 71 countries and in multiple languages, reflecting a commitment to global accessibility and engagement. At the University of Miami, he has developed graduate-level coursework in infectious diseases epidemiology and serves as a faculty advisor, mentor, and collaborator for M.D./M.P.H., M.P.H., M.S.P.H., and Ph.D. students. His collaborative research with departmental students has resulted in numerous PubMed-indexed publications.

Dr. Rosenthal’s appointment reflects a career defined by proactive, evidence-based leadership and a commitment to educational innovation and global equity. He holds a medical degree with specialization in internal medicine and infectious diseases, a Ph.D. in epidemiology, and advanced training in HAI prevention through APIC, SHEA, and JCAHO. His work has informed policy at national and international levels and strengthened public health systems through research, capacity-building, and systems-based approaches to equity and quality improvement.
